If you want to start a business you may need a tax ID in order to purchase merchandise from wholesalers for the purpose of re-sale. Most legitimate wholesalers will not sell to you without a tax id. Go to http://www.sba.gov/ for all the information you need. Also check with your own states (www.YOURSTATE.gov) business department for the necessary forms you will need to file.

Lincense depends on where you are located. In a city YES, someplace else, MAYBE depending on local County, etc law. However, you will need a Entity Tax ID for sales tax and employees (if you have any).

Marketing: First ask WHO will be buying them. If your answer is everyone, then you haven't answered the question because everyone won't buy them. Be specific here: WHO will buy them? If you can't answer that question, then good luck. Next, How will you market to them. What is the best way for most of your target market to know there is a bumber sticker they want. E.g. magazines your target market reads, radio they listen to, new paper they will read.

A classic example is "I 'Heart' NY" was first marketed to NY'ers. Cought on, and now is global. There are many other classic examples.

My best advice is to copyright your material with a (c) 2007 to let others know this is your slogan, etc.

Not if you use slogans that aren't copyrighted. The North Sun catalog sells blank bumper stickers so you can customize your own.

I'd guess, get those vinyl sticker-making things like they have at sign-making shops. Go to fairs and local festivals, ask if you can sell them at stores, like, by the cash register. Offer to make bumper stickers for local groups--maybe offer them a bunch at a discount, or give them some that they could sell as a fund-raiser.

make a bumper sticker that says... your ad here .... then put it on your car... drive to different businesses... locally owned resturants, the local hospital... pretty much any one with a marketing department... and just give them a bumper sticker.. and then give them a sheet with your prices on it.. let them figure out the rest... maybe start something online.. B.Y.O. bumper sticker (build your own) ... local college frats/sorority may be interested as well!

I don't think you have to have a liscence. You have to have a tax ID to sell anything in the US. And to market and sell them, why dont you have a website to start with?
