He's right up there, but I wouldn't forget Paul Leguen. What he did with Lyon was great. Tood bad the scotts didn't have much patience. Rijkarrd is doing a pretty good job as well at coaching since he retired. Scolari had a great gig with the brasilian national team.
Ferguson is a great coach but not the best
Mourinho is a great coach but not the best. I dont care how many titles he won if he is not respected for his humane skills then hes got no skills.
Wenger is revered for his coaching skills and his smarts as a person as well. I dont say as much about Mourhino. Money bought him great players of course they won so fast. Screw mourinho.
Titles are not a major factor to judge a coach when investors can buy you the best players out there the coach is merely a little person advizing around players who already know what to do. But when a team doesn't have 11 super stars then the coach si the one to praise.

How does one judge a Football Manager?.
Let us look at some of the factors, which are
a. Coaching ability
b. Management ability
c. Eye for discovering raw talent
d. Ability to think on one's feet
e. Humanity without sacrificing discipline
f. Evenhandedness
g. Obtaining value for money
h. Winning trophies
and, finally
i. Providing entertainment.
The question is a difficult and quite open-ended. This because we are talking about over 300 or mor World Football Leagues, 200 each National, Under-21 and Youth teams.
In the circumstance, I would say that restricting myself to the English Premier League and to a ten year period, there is absolutely no doubt that Mr. Arsene Wenger is a revelation. His transformation of the Arsenal Football Club and the fluency that he has brought to their game is unmatchable.
On the world stage, I would say
1. Scolari
2. Wenger
3. Rijkard
4. Hiddink
5. Benitez
Interestingly enough not one is from the United Kingdom. This is because those that are good are either arrogant or boring or both.

He is the best because his team plays the best football of any team in history. They are so fluent with passing and the way he uses his youngsters to an advantage. He also makes great signings year in and year out for bargain prices
(henry 10.5 mill punds) he is now worth 30 mill. Fabregas for 8 mill, and denilson for 3.5. He is a great prospector, and he has a sleek amazing style of football any manager would love to have there team perform. He is the best. His team have the most assists in the premiership and van persie and henry are up there for top scoring. He demands much in training but is not to harsh and the results show. Arsenal are the "total football" dutchman of the 21st century!He is the best. Hands Down. GO GUNNERS!
Although he does not have tons of domestic talent, he will soon, walcott and hoyte are turning into someday elite players. Arsene is so good his reserves made it to the carling cup final! Beating many teams first squads. He is remarkable. A great manager who knows what he is doing even though he wasn't the "greatest" player when he was a footballer. He should be considered one of the best managers because he is. GO ARSENAL!!!!!!!!!!!!!!!!!!!!!

He had a many great qualities.
I would say Arsene has the best eye for young talent of the truly great managers in the world today. That is probably his best attribute.
Whether he is the best? I am not sure, tough to discuss really.
There have been a lot of good managers, and a lot of managers have achieved more then Arsene.

that´s lunacy. The man has a three premiership trophies and a few FA Cups in his 11 seasons at highbury.
How does that rate him against SAF? the list is too long.
How about Rykaard, or Mourinho has two leagues and a league cup.
How about Frank Rykaard in Barcelona. 2 La Liga´s, a third on it´s way, and a Champions League trophy.
And Wenger´s idiotic comments about American ownership of English clubs show´s how intelligent the man is. Arsenal will soon be looking up at Liverpool, Man U, and Chelsea, because those clubs will have and spend the money to win. Arsenal will be priced out of the better talent.

hes 1 of a very good group of managers across the globe, difficult to say whos the best....wengers biggest mistake in my opinion is never buying a decent inbox striker to score the basic goals...arsenal always seem to want to score pretty goals if u know wot i mean

no question he is easily the best if u look his team play the bets football in the league by miles
he sells players at the right times in there caree like viera and pires just before they get to old ( no one else has mention that )
and he bys players youngstors no one has ever heard of and brings them into super stars
