Why is it important for Human Resource management to transform from being primarily administrative and operational to becoming a more strategic conributor?

The main benefit is so that HR can assist in the higher-level decision-making processes. In order for HR to achieve its best potential, it has to be a proactive organ of the company -- to remain a reactive component of the company means that HR ceases to provide the value that it can, and the company suffers from making decisions that fail to properly incorporate the impact to the employees and/or what the employees can do to assist in the strategic shift.
