wink wink means to wink 2 times at someone
it could be after a statement so you can get the hint or that that statement really has another meaning to it.......
i usually say wink wink when im saying a silly statement or just trying to lighten the situation.......

It means like "get it ?" or when they tell someone something false, they say "wink wink" to someone else. It also means the same thing as "cough cough."
