There is a Haynes manual specifically for building a petrol driven off road kart. It states for under 100 pounds, which is total BS i built one completely from scratch and the steel alone cost that, and a decent engine will cost at least 200 up, unless you get something tired and old and needing rebuilt, i bought a new and not used before four stroke briggs and stratton 6.5hp for about 300 off e bay, try there for instance, by the way a good option for you is to find a project on e bay that has either been abandoned by a previous enthusiastic builder, who loses interest, or one that needs perhaps new parts, or an engine, believe me it is the cheapest way for sure, however it depends what you want, off road or track use, two stroke usually for track and four stroke for off road, and tyres wheels will of course differ, gears or a torque convertor centrifugal unit, check out the comet web site, they make these automatic torque convertors so press pedal to go and brake to stop, nice and easy, cost about 200 pounds.
i eventually sold mine on e bay for 720 but it cost me more than that i reckon in parts.

Many years ago, my dad's mechanic used a motorcycle engine. He actually ran it on the freeway.
