In case the person in the passenger's seat is blind and wants to use the ATM?

Or just a useless part of the disabled accessability laws?

"A.T.M macines are all made the same by a manufacture in a factory. They dont know if its going to be placed out side as a drive up or if its going to be placed in a bank or other building. They save money by using the same macine to make the same A.T.M.s and dont waste money on one that doesnt have braile keypads."

I don't know whether or not this is true, but it makes sense.
