They are not. They are Caucasians with dark complexion. Greeks, Italians Africans along the Mediterranian Sea all have dark complexions.
People with light skin are in Norway, Sweden, Latvia, etc.

They can or can not be. If they were born in the middle east, or there parents had the a darker skin color, then they are most likely. I would say most people who are Lebanese are a little lighter than people from India. Although I am Lebanese, have blond hair, blue eyes, and am light skinned.

This is a good question. The thing to understand is that while evolving the color of our skin was determined by the amount of sun our ancestors were exposed to. You body must cope with IR exposure of the sun by darkening it's skin to help prevent serious damage from the sun's rays.
This leads me to one of two conclusions either early Lebanese people didn't have as much exposure to the sun as you'd think (being that they are in the middle east) or they were invaded and occupied by a light-skinned people for a long while.
I don't know much about Lebanese history, so you're guess is as good as mine past this point.

Famous Lebanese people include Danny Thomas, Shakira ( Although born and raised in Columbia) and Salma Hayek (although born and raised in Mexico)

because from what i here in other cultures it's looked down on. either that or they're afraid to go out side because they think the sun might kill them. :)
