I don't know what he would say exactly, but I would hope that he would say something like " It doesn't make any difference to the dead, the orphans, or the homeless, but it will make a big difference to their children and their ancestors.
And even if doesn't make a difference to the aforementioned people, failing at doing good rather than succeeding in doing evil, even if both generate the same result, makes a big difference in God's eyes.

He would say what a great leader Gandhi was, a real humanitarian. He would then say, to the thousands who died and to the children left without parents, to the millions who lost their sense of safety, and to those who lost everything due to the destruction of 9/11....it makes a hell of a difference.
....or something like that.

Actually, I think he'd say:
Actions taken under the ideals of our ethics (freedom, democracy, etc.), if TRULY taken for those goals, are more noble, as they eventually lead to a more free society. Killing a dictator (with collateral damage) to allow people the possibility of self-determination is superior to killing a dissident for speaking his mind in order to increase a totalitarian's power hold of fear over his people.
(This is not to say that I necessarily agree with him, but it's a possible response.)

First off, I totally agree, but life's no fun if you can't play Devil's Advocate.
He would say that the deaths in Iraq are unfortunate, but the distinction between totalitarianism and democracy should be made in order to benefit the living.
