We found the best way was to warn that if they didn't you would (they usually ignore you though). When they fail to do it then march up to their room with a black bin liner and start chucking their things in it whether they need/want it or not, when our Teenage daughter found we'd thrown out some things she wanted she soon got the message!!! Now her room is kept perfectly clean & tidy otherwise she knows we mean business!!!

easy does he have an ipod? mp3 player? t.v in his room? computer or a video game console? cause if he does then i suggest u take those aways, because us teens feel we cant live without these items. so after u take them away tell him that he will only get them bk if he promises 2 always keep his room tidy.
this will work cause my mom did that 2 me and ive matured alot belive me!, another suggestion i have is 2 do that stratige for anythin else he does wrong like get bad grades in school etc.
and finally do no permit him going out with his girlfriend to sho him WHOS in CHARAGE.
anyways hope my idea worked

take a black bin bag, scoop everything from the floor in to the bin bag regardless of what it is, money, clothes, PSP and take it all and hide it in the garage.
When he asks where all his stuff is say 'Well it was all over the floor so I assumed it was all trash and threw it all out!'
You can give it back after a week or so, if you want to be nice. Or just sell the good stuff and chuck the rest.

well if you are his parent, get trash bags and when he is not home, clean his room by putting the mess in the bags then hide the bags until he promises to keep his room clean and shows that he can.
if you are his friend, tough luck you cant do anything.
as for the girlfriend, no idea.

Take his keys away and lock him in there with 30 gallon size trash bags and tell him you'll let him out when it's done.
