I got my daughter a cute " boquet " of candy this year.
It is a smaller vase with tootsie rolls in the bottom and a few red crinkled paper grass pieces mixed in for color. Then the actual " boquet " was the "air heads" candy with a pipe cleaner wraped around the bootom and stuck down into the tootsie rolls to make them stand up.
It is very cute and not over the top and not too mushy.
You could make one like it for little of nothing and use any kind of candy that is not too heavy. Even tootsie roll pops will stand up if wrapped with a floral stick instead of pipe cleaner. Use olly Ranchers, Smarties, Tootsie Rolls or any kind of small candy she likes for the base and the top can be made any color as long as she likes the candy.

I think that you should go to Claires or a store like that and get her some cute fluffy house shoes or slippers. And get her some candy, and maybe some cute "heart" earrings. You can get her like a little case of lipglosses that has reds and pinks in it.
Get her cute girly chick-to-chick stuff. I know it's tough buying V-Day for another girl, but these ideas are SAFE and cute!

Hmm... Well Try to find out something about the girl a bit more, Use candy as a last resort... Almost all Girls like Candles, Don't get her lotion or perfume... She could have aleriges, A picture frame you think she might like might be nice.... It really depends on who she is!

What about getting a gift card for Starbucks if she's into coffee? Then you can address the Valentine with: "I like you a Latte"
They also have great crumbcake she could get with her drink!

You can get her something cute and cool. Perhaps some light cool makeup, or hair accessories? Candy is good, and so is a plush animal.
