What is the most powerful desktop computer available in the market today which has NO MOVING PARTS other than the hard-drive?

You could build a PC with water cooled CPU and Video card, and a fanless power supply. You'd still need at least one fan to get air moving through those components.
You could get a Mac Intel Core 2 Duo tower which has 9 low speed fans and is practically silent.
On the PC side, people are now putting in huge (250mm) fans on the side doors that spin slowly and yet move so much air...
Lots of options.
Have you seen the Sony XGX-XL3?

You could buy a pc then mod it with silent cooling for the components and if you want the optical and hard drives not to make too much noise then use rubber suspension things. Or if it is just the noise you don't want then get one of those really expensive totally silent cases (if you have enough money).

ALEIN WARE! The have a new Liquid cooled system. but a fan is still recommended just incase.

remember CD roms have moving parts - J/K

i don't think you can get one without a fan, you need a fan for the processor, you a huge heat sink. if you buy a good fan they are quiet, the cheaper ones are the moisy ones.
