I'm a liberal. I don't agree with the President on many things. But I refer to him as "The President" or "President Bush."
That means your 100% number is wrong.
That said, "earned" is a funny thing. Being elected, but tarnishing the title, does not equal "earned."
Some say that Clinton tarnished HIS title as President. If you believe that (even call him "Slick Willie"?), then same here.
