A young friend of mine was hit by a car and we can not locate his father.

If the minor needs emergency medical care, I rather suspect they're REQUIRED by law to treat 'em...

They are required to help the child even without the parents consent. If a child needs help it is the hospitals legal obligation to do all in their power.

I believe in any state, if the child is injured seriously enough that it may die, then yes, they can treat the child to save its life. If the child is injured and not in danger of dying, then no, they have to wait for parental permission. They can stabilize the child and that is all.
