I belive those states have retroprositiy so no he shouldn't be driving. And it is illegal to carry DLs in two differnt states.

When you apply for a license in another state, the license in the first state is automatically invalidated. You cannot hold licenses in two states. He does not have a valid driver's license.
However, since he did not turn in his Illinois license, if he didn't report it to MN when he applied for the license there, it is possible Illinois is unaware that he had a MN license. (I'm not sure if those two states reciprocate information.) Either way, if he were to get stopped for any serious offense, they would probably figure it out and also charge him with driving on a suspended license.

Yeah...when you apply for a license in a new state, it invalidates the old license. He's just looking for an excuse and it's not going to work. How does he still have his Illinois license?

Not sure how it works in the States but the punishment for drink driving is a ban from driving within the jurisdiction of law which was broken and the enforcing court. Possessing another licence cannot invalidate the ban.

you are not allowed to carry two licences - the MN drivers facility actually should have taken his IL licence and cut it up. A DUI is a serious charge, if he doesn't want to get arrested next time he gets pulled over, he shouldn't be driving.
And please, if not for his safety but for the innocent people out there - don't let him drink & drive.

If he moved to MN and he's living there now, then he's not allowed to have the IL liscense at all. If he's claimed residency in MN, the illinois liscense is invalid.

I don't know I'm afraid - in the UK it's one licence for all!
I would imagine if you've been nicked for DUI, then your licence is revoked everywhere.
Hope you find out before he gets arrested for driving illegally - if it is illegal!
