Just don't say anything and let them keep going. I play a game to see how often I can get someone to repeat what they just said but in a different way, or using a slightly different analogy, before I completely lose it.
In fact looking slightly annoyed can be misinterpreted as confusion and that will get another couple of versions on occasion.
Worked with a guy who explained something very simple to me nine times in a row before I could take no more and exploded in a torrent of expletives. He is the record holder.

They can't help it: it is Corpora-speak...called 'active listening', it is encouraged in offices (particularly practiced among management) - a way of saying 'I hear you, am concerned, and want to help'. More info: http://www.analytictech.com/mb119/reflecti.htm
And yes, I think it sucks, too. Whenever someone does that, it raises my blood pressure.
Another Corpora-speak technique I hate: 'So, to make sure we are all on the same page..." ARGH!

I get like soooooooooo annoyed, like SHUT UP!!!! You already said that!!!! Don't need to hear it twice, especially when it is something you're not interested in or someone you hate is the one talking.....

Depends.... did you give them any verbal/nonverbal signals to indicate you fully understood?
A nod, an "ahh" etc.
Sometimes people by think that they didn't explain it good enough.

sometimes they do it to make sure they understand u. i think psychiatrists do it, and for good reason. in a business world it seems a bit much
