If you want to talk to her, Valentines day is a good excuse. DO NOT TAKE HER A GIFT, it is too much, too soon,

Buy a Valentines card, and write in it that you have noticed her from a far and would like to be closer, and give it to her.
DO NOT MENTION LOVE, you will either scare her away, or she will think you are a nut. Just the card, given in person.

Do you even know what love is? Sounds more like infatuation or lust...you can't LOVE someone until you share with them.
