A simple way is to use MS paint that comes included in Windows. Open MS paint, (start>all programmes>accessories>paint) click on file, open, select your picture, click on image then stretch/skew.

Bear in mind that making the image too big will always lose the quality of the picture. Making it smaller will be fine.

Then save the converted picture to My Pictures and use it from there.

imagemagick is great for things like this. Takes a little reading to learn about it and you can't be afraid of a command-line. It is free and works great.
