well, you won't find a NEW game for less than 65 dollars, because anyone that has a new game still, they won't sell it for less than you can sell a used copy for
unfortunately, square's biggest mistake (FFVII) sells well, because it was the first sucky game in a long line of RPGs, the game that ruined the rpg genre for square.
pawn shops actually will have it, sometimes, and they are cheap. because they don't base against current retail all the time, as their market is too expansive to expect them to check all the time.
garage sales might have them as well, the seller could potentially be unaware of what treasures they have
the PC version can easily be obtained for free by thieves. i am not a thief, so i cannot [and will not] help you out there. the PC version is honestly your best bet, because where you *can* buy it, it sells for less than the PS version. and if you grab an XBOX controller, i think you can use that for computer games, somehow. i can't help with that either, as i don't believe in games that exist on the computer
i have no clue why you say "no ebay" - but i assume you also mean no other online auction sites. that's a shame, since they are user based (meaning: the items listed on auction sites are not sold, shipped, or marked by the website), and your best locations for items that are hard to come by

You can definitely not get ff7 for $10 like that guy said. I sold a copy of it brand new for $65 on ebay. It sells for $40 at game exchange. Your lucky to find it for $30 just look around. Pawn stores. and flea markets.

Since the game is old now (original Playstation, for those who don't know), I'd suggest a gaming store like EB Games or Electroincs Depot. Check their used games selection. You may also get lucky at Best Buy, Circuit City, or Wal-Mart in their clearance bins.

new unopened ff7's dont go for less than $130. because theres not many out there and no more are being made.
good condition ones go for about $65-$70 depending on where you look.
decent condition will be <$50.
and if you refuse to use ebay then youll have to get lucky at gamestop. ohhhh wait, they dont take ps games anymore. they sell what they have and dont buy any. sooo, uhh ebay you could check amazon im looking at it now. they have an Acceptable quality one for $47.99 plus shipping.

Try going to your local game store and look for the used games. Mostly you will find one.

Please be more specfic, what platform are you looking for it on, as I beleive you can get it for PC, PS2 ....ect.
I would check at you new/used video game shop, they always have used versions for half the price.....Places like software ect, Hastings, and most movie rental places will likley have used video games as well. Look around your town.
