That application needs very little resources and will work on most computers. It will work on the c400.

You can get any random craptop for that. You may even want to consider eBay. They have old laptops that can be wirelessly networked.

Absolutely.
Really you could get by on a pentium 2-450Mhz depending on the site you are playing on.
