They are ingrown hairs.
You need to use shaving cream/gel in the shower (plenty of it) and shave downwards.
After your shower, apply a warm washcloth to the area shaved. This kills and keeps germs from getting to your freshly shaved area - which create the ingrown hairs.
This process doesnt totally eliminate the chance for ingrown hairs, you will just have fewer bumps.
After you shave for a long time, they disappear, and you get more comfortable doing it.

It's simply known as :
RAZOR BURN, honey.
You really cannot do anything to stop it from occuring. Maybe, perhaps?.....leave the shaving cream on the area longer, and be sure to shave gently.
It happens to most folks.
Those bumps usually go away sooner than the hair starts to
grow back; so I wouldn't worry too much about it. I know it burns; hence the name "Razor BURN"......but its a fact of life.
Happy shaving to ya! :)

It's irritation. Get the area waxed instead. You have red bumps but just for a day & you don't have all that itching when the hair starts to grow back.

Use and electric razor.....I use the trimmer part on mine and follow it up with the razor part.....SMOOTH!!! Or you can buy a mirror and a pair of tweezers, and a bottle of tequila, for pain.

make sure you aren't using a dull blade, causes in grown hairs you aren't cutting the hair clean enough and it just tucks back in
