You can have DSL without an active phone number. I assume you have both the phone service and dsl on the side. they both share the same line. so you have to specify you are keeping the Data active and not the voice. they will simply turn off the voice service.

DSL is part of your phone service. It rides along with your phone line. If you disconnect your phone service, you are disconnecting your DSL service too.
