The Natufian culture that settled along the Mediterranean in modern day Lebanon, Israel and the Sinai has been dated to 12,000 to 10,200 BCE. While they were not farmers they were sedentary and lived in small villages where the harvested grains and nuts that grew wild in the region and hunted gazelle. They are thought to be one of the first cultures to be sedentary. However the Hassuna of northern Mesopotamia were probably the first agrarian society and have been dated to around 6,000 BC. However at nearly the same time as the Hassuna settled the Samarran and Halaf cultures were settling all of which are closely tied to the beginnings of the Sumerian Civilization.

I'd say the Indus Valley Civilization is in the running for world's oldest. One of it's major cities was Mohenjo Daro. http://en.wikipedia.org/wiki/Mohenjo-daro
But most archaeologists agree the first permanent settlements, when humans stopped being tribal hunter gathers and started being farmers, sprang up in the middle East between eight and ten thousand years ago.

Depending on where you are the answer varies. I like to think Mesopotamia is older, but someone else says the Nubians. There are 5000 yr old civilization in Africa, can't remember the name. Hope this helps.
