I agree that you need to purge the air from the lines but you also may need to replace the fuel filter and fuel nozzle. What usually happens when a tank runs dry is you pull all of the settlement from the bottom of the tank through your filters and nozzle if you start it before the settlement settles to the bottom after filling. Have a tech look at it if bleeding will not work. Good Luck!

On your furnace gun (the part that injects the oil into your furnace) you have an electric motor. On the opposite side of the motor, you will have an oil pump. The line from the oil tank connects to your oil pump. On that pump is a small bleed valve that opens with a small wrench. That bleed valve will also have a nipple looking end on it. Push a small length of plastic or rubber tubing onto that nipple and put the other end in a coffee can to catch the extra fuel oil. Turn on the furnace motor and open that valve with a wrench to bleed the air from the line. It may take a few seconds before the oil starts flowing, so pay attention. Once it runs to oil, you close the bleed valve again and you should be good to go.

You need to purge the air out of the line. Find the highest spot that you can relieve air/water (usually there is ball valve at the top of the boiler) from and open it until water comes out and no more air... It sounds like it is air bound. This happens sometimes to our boilers at work if a pipe busts and we have to make repairs cause it was open to air.

yes, go to the end of the line before it enters the boiler usually a high spot in your pipes and look for something that looks like you have a bike tire fill up on it and then push the the intake valve in until it bubbles
