For me, I have to say it was The Promise by When in Rome. The funny thing is, I never really heard it in the 80's. I have only recently heard it on an 80's station in Boston.
This song really captures the essence of the 80's sound, including the melodramatic lyrics that really went overboard during that time. the keyboards, synth drums, glossy vocals, harmony, hair - EVERYTHING you could want from an 80's song!

Aldo Nova - Fantasy - from the release Aldo Nova.
The man recorded the music and played every instrument on his debut release. When asked to tour, he had to hold auditions to develop a band. Hard to believe someone that talented never went any further.
