Depends on how serious it is. Apply a very warm washcloth or soak in a tub for about 15 minutes. Then, if you can, see if you can use a pair of steralized tweezers and needle to pull the ingrown hair out. Afterward, apply hydrogen peroxide and antibacterial ointment.
If that does not help, you can go to a dermatologist but you might get a faster appointment at a walk in dr. office or your primary care doctor.
Also, to prevent ingrown pubic hair, after you shave or wax, make sure you exfoliate using a washcloth or loofah for the next week. This will help keep from getting the ingrown hairs in the first place

Either or neither. A general practitioner (your family doctor) can take care of something so simple unless he/she feels its beyond them. However, MOST of these sorts of things self-resolve within a few days....
