There was a terror attack on the internet this week. The government has been trying to keep it quiet, but it happened!

If you mean it can't restore from a Restore Point, then that Restore point is either not there, or is corrupt.
You may want to try different restore points, at or near the date wanted

To restore you need to have created a restore point first. Has this been done?

because your probably using windows xp and the system restore feature is about as useful as a paper condom.

I had this problem, and somebody on here suggested I may have erased the facility using CCleaner I dont know if this is a possibility

mine did the same thing, i had to go back to factory settings - it was the only way!
