It's fungus. You can buy anti-fungal fish medications at the petstore like maracyn or maracyn two, or Jungle anti-fungus tabs.

That should clear up the fungus, but to prevent a reccurance, you'll have to correct the problem that caused the fungus in the first place. Typically, medical conditions in bettas including ich, fungus and finrot are the direct result of poop water conditions.
- Ensure that he has enough room - nothing smaller than 1 gallon.
- Do frequent water changes. Use a turkey baster or a small syphon tube to suck out uneaten food and poop along with half the water, and replace with fresh water. Do this every day if you do not have a filter, or every week if you do.
- Keep his water warm. In the wild, their water is 80F. If your tank is over 3 gallons, you can get a small heater. Otherwise, increase the air temperature in the room, move the tank closer to a lamp, etc.
- Feed him a healthy diet of betta pellets supplemented with blood worms and white mosquito larvae.

I don't know what it is, but one of my beta's had a white fuzzy patch on his head to and he died. They sell stuff at pet smart that you can put in the tanks to resolve the problem.

Has the spot always been there? The only time I have heard about fish getting white spots is when they have "ick", which is a common fish disease. Here is a link that describes "ick" in detail so you can see if it is what your Betta has: http://www.thetropicaltank.co.uk/hdwspot.htm

ITS SOME KIND OF FISH DISEASE, YOU CAN CURE IT BY GOING TO YOUR LOCAL PET STORE AND BUY THIS MEDICINE YOU PUT IN THE WATER. IT WILL GO AWAY IN A WEEK OR SO. IF NOT FLUSH NEMO AWAY!
