In Belgium, they call people who deliberately drive the wrong way down the auto route "ghost riders" or "spook riders" (in Dutch, it sounds like spoke-rider).
I have no idea from where this word came and it doesn't automatically mean that they want to die.

Crazy. Stupid. Psycho. Suicidal. Those are all appropriate words to describe a person who deliverately drives the wrong way on a highway in order to kill himself.

The word you are looking for might well be: "Tourist" or "Foreigner"!!!!! Not every country in the world drive on the same side that you do. Lol
Or if the person is from the country, most call them Suicidal

definite, I spent countless weeks in England about 20 yrs. in the past and had the incorrect aspect element down especially good except for the roundabouts. i'd from time to time make countless circles till some variety soul said my situation and slowed to allow me change lanes. extra those days i became in Scotland and back rented a motor vehicle yet this time my daughter did the utilising and he or she did nice. teens has its advantages.
