He sees them in Order of the Phoenix because he has seen death but at the end of GoF he does not see them on the way to the train.

Good points but i dont think he was old enough to see his parents deaths and remember it.

After Cedric dies in The Goblet of Fire Harry has other things on his mind and is not quite "all right" in the head, if you reread the last few chapters you will notice that he is very withdrawn in his own mind.

A better question is why can't he see them from the beginning? I mean, he saw his parents die. It would seem to me that he would have seen them from Azkaban on. (He missed the carriages in the first 2 books...)

He deep in thought and misery and he probably doesn't notice them at all!
