Lightly brush some translucent powder over your lashlines with an eyeshadow brush to create a perfect canvas for eye makeup. Then apply your eyeliner as usual and brush either a matching eyeshadow or more translucent powder over that. This will set the liner and keep it from running or smudging. Of course, there's really nothing you can do to keep your eyeliner looking freshly-applied all day. The best thing to do is carry Q-tips in your purse for touch-ups.

Switch to Revlon Colorstay eyeliner. It's the best. Run your finger across your lower lid to make sure its dry first. I use it the same way you do, high on the lower lid and I've never had any problems.

I put some loose facial powder underneath the eyeliner after I apply it. Works like a charm.

Set the eyeliner with some eyeshadow...make sure the eyeshadow matches the liner. I do this all the time and my eyeliner stays put.

eAsY...buy smudge-proog. i would personally suggest Almay. it lasts up to 16 hrs without smudging and they have several colors including the "intense" play up your eye color.
