why does anyone bother to enter answers such as ; Who knows??? or ' I don't know. Can you?'

Isn't it even more annoying when people read the question, but not the details...and then proceed to miss the point entirely?

I actually agree with you. I sometimes can't stand it when people answer a question with a response such as "Who cares?" If you really don't care, why even bother answering the question anyway, especially with that response. It's kinda stupid, but unfortunately that's the way some people are.
