um using windows xp..... everytime i want to install a new software it says that i don't have the authority to make such changes and that i must log in as an administrator...AND I AM LOGGED IN AS an administrator account..... another thing that i can't change the startup items from msconfig because of the same reasons..

You are hit nice little Trojan - not sure which one. Best bet is to start in Safe Mode (if you can) and run msconfig there. Disable all start up services except Microsoft and all start items (except M$ ) as well.

Hopefully then you will be able to get the Internet, get some updates to your AV and scan and clean.

The question is NOT why is Windows acting strange, the question is why do you put up with it acting strange? Windows ALWAYS "acts strange". Why do you think there are almost 100 "updates" which are really bug fixes, to XP? That is because there are MORE than 100 problems with XP THAT WINDOWS agreed to fix. There are still many MORE problems with XP that Microsoft either chose to ignore or tried to fix them unsucessfully.
You have been hacked by one or more of the 114,000 viruses or other malware that is specific to Windows.
Get smart, and get Kubuntu at www.kubuntu.org and run FREE software that is superior to Microsoft.

The account you are using is not the official Admin account, and someone else changed yours using it. The official admin account is accessable through the login screen if you hit Ctrl+Alt+Del and know it's name/password.
