If I buy a new betta fish and hes got white spots on him and its not ich or fungus what do I do?

Why don't you think it is ich or fungus? It is highly like that it is the ich parasite. If it is more like a fine powder on him, that is velvet, also a parasite - treat the same way as Ich. If it looks like he's been swimming in cobwebs / has a layer of white on him, that's columnaris. Treat with Maracyn.

If it is ich, treat as follows. Even if it isn't ich, the following treatment will help him, because if it's not ich, it could be some other parasite.

Add 3/4 tsp of aquarium salt per gallon, disolved first in some dechlor water. Increase the temperature to about 80F. When you do water changes, be sure to add salt to compensate for what was lost when you removed water.
Leave the salt at this concentration for 2 weeks, then you can slowly remove it through small water changes.
Be sure to keep his water very clean. Use a turkey baster or a small syphon tube to suck out half the water along with any uneaten food and poop, and replace with fresh water - do this once a day if you don't have a filter or once a week if you do. Cleaner water and healthy fish.

What do the white spots look like?

White cottony stuff is a bacteria called columnaris

White spots that look like salt are ich. I had one betta i got that was so covered in ich he looked like someone glazed him in sugar.

Are there any other symptoms? Does he eat well? Does he display his fins when he swims around?

If you are worried about him try putting some aquarium salt or melafix in his water.

It might just be his color . If you feel its not just treat him with medicine anyways it will not hurt .

Take him to the vet or clean his water. Do that once every two weeks.
