I would think it's someone that is very close to you, doesn't judge you or your husband, and you can share intimate details with. Personally I'm not a fan of marriage counseling, however I understand that some people might need it. I'm rather old fashioned (but still young) and feel that if the love is there, then it's there, but if you need someone to counsel you and your man...clearly the love is not there! Even with counseling you will end up being in the same spot who knows how long down the road...you ultimately know what the outcome will eventually be! Either you deal with your own issues together, or it's not meant to be...
By the way...I have been married for ten years now and every issue that has arose between my wife and I, we have always (due to the love in our relationship) been able to discuss any issue that we may have with one another, and come to some sort of agreement or resolution. The sliding scale can make it quite affordable, and many times therapist that offer a sliding scale are quite understanding of financial difficulties. IF they can't help you, they usually can refer you to someone who can.
Other places that offer affordable or free counseling are University counseling centers or programs. There are usually counseling interns supervised by liscensed counselors and are very helpful. So if there is a University near you, check out there webpage and see if they offer any counseling services to the public or if they have any programs in that school that offer counseling services.

More then likely a church you your area would offer it for free. Also do a search on the interent for free counseling in your area as well. Go to http://www.marriagetoday.org and email them and they may be able to help you locate one as well. Dr. Phil may be able to help just go to his site at http://www.drphil.com and email him from the site and ask him for help in this matter. Search the local yellow pages, they usually have listings or hotlines for these issues. I don't live in CA so i cant give you any exacts, but i think that the yellow pages is your best bet.
