I have found that most answers open up new questions, so I'd have to say that it's both.
That may sound like a cop-out, but I really consider the quest for knowledge and wisdom to be at least as much about the searching as the finding.

Some of both.
Often times a question gives definition to a problem and doesn't require an answer.
Other times I need an answer to the problem to correct a problem.
Most answers provide us with the opportunity to ask more questions. I think that is good.
