I think you'll have to apply for a permit from the Nuclear Regulatory Agency. Probably be a bad idea. Assembly of the components is pretty dangerous.

I dunno about building.
i know in the state of california it is illegal and punishalle by a $500 fine to set off a nuclear weapon within city limits.
I knew Arnold should have taken controll of California.
