It's almost impossible to prune a pussywillow incorrectly. No matter how little or how severely you prune them they will come back. I would wait until after they bloom however--in the spring. So wait a while and then prune away--thin, then prune to proper height, then shape.

Cut them back right now in Feb
Prune it how you want it to grow all the way to the ground or leave one or two stalks so they grow in that shape

trim it to desired shape and it will keep it.
