Okay, I use Blistex Lip Medex (which I think I posted on your last query), but when I had jaw surgery, my doctor recommended Kiehl's. I had severly chapped lips, and Kiehl's Lip Balm #1 saved them. It takes a little while for it to work. I just kept slathering it on until they felt better (a few days). Here's the website:

Burt's Bees is available on Canada, but you might have to look around for it. My all time favs are blistex cream lip balm (it comes in a tube with a shaped tip) and Chap Lip lip balm. I use the stuff all time time. When the cold weather hits, it is best to stock up on lip balm and use if fequently.

Aquaphor Healing Ointment - best for moisturizing lips; excellent value
Neosporin Lip Treatment - moisturizing and will help sooth but a little pricey
Vaseline - reliable, no-frills product
Carmex has salicylic acid which promotes exfoliation and can be too drying for this time of year.
Products with menthol can be irritating.

I wonder why it's not working. Carmex is a good one. I also use chapstick, and lip balm from Avon. I also apply balm and then vaseline at night to help make them soft.

for first aid, if it is already painful and start to feel more like blisters try neosporin lip treatment. just doesn't moisturize it keeps it from infections due to breakouts...
if you're just really after moisture try bag balm on the lips during the night. works wonders, for lips doesn't have oil glands...
if you opt for a handy one try rose salve at sephora.

Trust me CARMEX is the best thing that you could posably find I know it for a fact. The only problem is that its really addicting, I can't go a day without using it!

Mentholatum rub is good on cracked dry lips, as well as Blistex, but it doesn't stay moist as long as Vick's Menth Rub...

Carmex is the best thing you can use, it is medicated to help cure. So, if that didn't help, ummmm maybe just plain chap-stick
