did you pull the repair codes, that would be the first place to start, if no codes, then you probably need a new cat, hope this helps

The other responses covered some of the repair issues that surround the underlying problems. I just wanted to point out that some states have rules about how much you have to put into repairs before they will pass the vehicle, even if it doesn't technically pass emissions. Your state may allow you to prove that you put say $300 toward qualified repairs to resolve your emission problem. If after that you don't pass, show them a receipt that you tried to repair and they should pass you under some special exception. You'll want to verify this with your state emission rules of course.

First and foremost be sure that all the four cylinder are firing.
- Try to check the condition of any tune up parts: spark plug, distributor cap, spark plug wires, distributor rotor, air filter, pvc valve, EGR valve. catylic converter.
Also try to check the ignition timing.
Try to drive it at least half hour in the expressway before you take to test next time.

try changing the oil and the air filters and if that doesnt work change the PCV valve. but it might also be something to do with the EGR valve. its a big player in your emissons system. good luck. hope this helps

Did you try an oil change, tune-up, or a fresh air filter?

Maybe you can run a cleaning agent through your intake?

See if it is a problem with the EGR valve.

catalytic converter could be the issue.... before you goon and change that check to make sure your fuel cap is getting a good seal, that could also be a reason..
