Most likely the way they support your ankles. Double up on the socks and make sure the lacing is really tight and if you are going to buy cheap skates then you will need to pay more attention to strengthening your leg ankle and leg muscles.

Because they don't have enough ankle support. Make sure the skate guards are off and the skates are sharp.

Because they're not made well and don't support your ankles. Reminds me of my father buying me some a size-and-a-half too big, so I could "grow into them." My ankles always killed me when I was skating. And I remember writing in my diary, "I only fell 14 times today!" @=-(

i don't know but i don't think you could fall over in the ice just cause you're wearing cheap skates...
