From a guy's perspective, I would recommend the sandals, or even nice shoes.
Boots, even really nice ones, seem inappropriate for a wedding. Wedding are not just dressy, they are usually an "elegantly dressy" occasions. You might feel under dressed with boots.
In my opinion, bringing the shoes or sandals with you and changing into them once you arrive is your best bet.

The most comfortable sandals consist of high quality materials. Leather, suede, or fabric straps let feet breathe and prevent blistering, while straps made from nylon webbing or polyurethane are great for water activities. The footbed should have an absorbent, breathable fabric covering to reduce sweating and slipping. Top soles, midsoles, and outsoles made from materials such as memory foam, ethylene-vinyl acetate, and durable rubbers last longer and give more protection and support.

I would wear the boots. As long as their dressy, and you wear them with something classy then you will look fine. Sandals in the winter is not a good feeling. It should be about comfort in the end.

depends on the sort of dress ur wearing (length &colour). if it is short & reches close to the knees, go for the boots they look really good. but if the dress is longer, go for the sandals.

Change in the bathroom and then put the boots under your pu unless its outside or something. Otherwise, just ask the bride or groom, afterall it is THEIR wedding right?
