I have 4 European quad-band phones I use with the Cigular network.
Make sure you purchase a quad-band
Text messaging will work as soon as you pop your sim card in. No need to change settings
Accessing the internet, you will have to manually change the setings to Cingular, very easy to do and the settings are on Cingulars web site.
Cheers

Every cingular provider has the major companies like Motorola, Nokia, Sony-Erricson, etc. manufactiure phone compatible to the network system. If you buy phones from unknown sources, you will find that it may work some features, and not others, or it may not work at all. You assume all the risks. I would be on the safe side and get one from Cingular if that is the provider you nintend to use.

Yes you can buy an unlocked phone. Just take it to a Cingular corporate store and they can configure the settings so that all features will work.

Unless the phone was originally configured for Cingular, text messaging and internet will not work. However, this is just because of configuration settings, which can easily be changed. Once you get one, you can ask Cingular how to set it up, or, if they're not helpful, go to a cell phone forum.

My service is with T-Mobile and I bought a Razr in e-bay because t mobile didn't carry the black one, it has been like a year and works fine, They did have to send me a update for the browser or something like that the first time I set it up, but all the features work now, just don't tell them you bought it on ebay or they will tell you they don't support it, put the sim card in and if something doesn't work just call and ask them for the settings.
Good luck.

Don't worry so much about this. You just buy a new GSM phone. The text msgs service depends on the sim card you choose. And internet service is dependant on your phone funtion and sim card support. Please view more details at http://www.pandasim.com. I hope you can get a clear idea there.
