I highly recommend ordering from someone who takes paypal.

Anyone who doesn't is probably a scam. After all, it's free, and it's available to anyone who can get on the internet (where they live has nothing to do with it), so there's no legitimate reason why anyone wouldn't accept it.

There's bound to be someone else who can sell you what you're looking for.

If you have any doubts, which you have or you would not have asked the question, do not do business with them. You could request that this vendor to ship the item COD.
You may wish to consider contacting another vendor.
The answer regarding the use of credit cards is accurate. You can even get a temporary credit card number from most issuers, so your entire credit line is not at risk.

Do they take credit cards? If they take credit cards and don't pay, your credit card can refund the money. If they only take money orders and are on ebay you can check how others rated them as a seller. If there is no way to find out, you might want to try www.froogle.com and see if someone else sells it
