C: This was the time period when the US government, step up its efforts to bring an end to Apatite.

The late 1970 saw a step up of groups that oppose Apatite, boycott the American companies that were doing business in South Africa. This opposition grew to the point that American investors would not buy the stock of American Companies that were doing business there.

This drag on the American Economy caused the Mid- 1980 US policy shift against the South African government.

C-- U.S., Japan, and Great Britain imposed sanctions on South Africa banning the import of some products from them and also foriegn investments over there.

Well in the 1980's was when apartheid was starting and since America had been treating blacks equally for dozens of years before that, I would say it's B.
