Don't know what you mean by "prevail." Occur? Succeed? The main reason they happen is that the natural family bond is never formed, or formed imperfectly, often because of separation from each other at the child's critical early development stage (typically, the diaper stage) or because the person is incapable of forming a bond for some reason. Without that bond, the two people are nothing more to each other than strangers or neighbors, and sexual attraction can take place as easily as with anyone else. With it, the two relatives tend to avoid any sexual thoughts about each other the same way you can't force two same-pole magnets together. Most people take the bond for granted and can't comprehend what it's like for someone that doesn't have it and think they're just depraved or sick. The parent-child bond is the strongest, a sibling bond is weaker and in some cases seems to be "breakable". Most people freak out when you even bring the subject up. I guess I can be more objective about it because I don't have any brothers or sisters.
