depending on your area, the rates will be more or less with certain companies...but for service, i use sprint which is pretty managable moneywise, but i get fantastic service signals whereever i am...while for example my coworkers cant use their phones in our office cause of a bad signal...i can get calls anytime anywhere...sometimes that is worth a few dollars more, when compared to one of those real discounted ones...

In terms of best carrier Verizon has the best coverage, yet T-Mobile has the best rates for service, but I'd check your area coverage first. For example, for $39.99 you can get:
Verizon: 450 Anytime Minutes (Unlimited nights & weekends)
T-Mobile: 1000 Anytime Minutes (No nights, No weekends) or...
600 Anytime Minutes (unilimited Nights and Weekends)

I am not sure about mobile web rates specifically, but I cut my cell phone almost in half by switching from Cellular South to T-Mobile.
T-mobile has really good rates, and are really focused on customer service. My wife had problems with her phone, she took it in and they gave her a brand new phone. Free. No problem.
