Virginia lawmakers are proceeding with propasale to rewrite the state constitutional so that same sex marriages are banned and prayer in school is allowed but the efforts reguire several round of legislative approval and a puplic vote

VA is in the proposal phase of passing a law against same sex
marriage and for allowing prayer in school. When the law is
written up it will still need to pass the VA congress and house,
AND the vote of VA registered voters.

Get a copy of the Virginia State Constitution. I believe Virginia is a commonwealth. Look up the provisions on what it takes to amend the Constitution. Some require a 2/3rds vote or a unanimous vote of the legislature to amend. Also, the proposals to amend might require specific wording and could face legal challenges. Once it's decided that the Constitution should be amended to ban same sex marriages and allow prayer in schools, the questions need to be placed on the ballot. If Virginia requires a 2/3rds majority of the people to approve the amendment then anything less would cause the amendment to be defeated. Even after the approval of the amendment, legal challenges could be made to declare the amendment Unconstitutional, discriminatory, etc.

Many states have pamphlets that are given to students and are often passed out by the League of Women Voters that explain how laws are made and what steps are required to introduce legislation etc. Why not check on your Va. Government website to see if the specifics are there and if not, call your local League of Women Voters to see if they have one of those pamphlets. Be sure to make a donation to the League of Women Voters if they have one. --- Printing and mailing them costs money.

Under the current law, Prayer is not allowed in schools as a group participation in the home classroom
And currently, there isn't a state lawe banning gay marriage.
So what they are saying is they are trying to write into law, No gay Marriage, and at the same time, put Prayer back in the classroom
This is brought in by the "Religous Right" which is a potent force in American Politics

Virgina wants to change the state constitution so that they can ban same-sex marriages and bring school prayer back again.
