I believe that the African proverb is actually, "It takes an entire village to raise one child." That got shortened into its popular modern form, apparently due to Hillary Clinton's book title.
I would guess the point is, their is a responsibility of the community to its members. Now this may have made much more sense in a tiny & isolated African village, where you were born, raised, & died, probably in a few decades. And the way it now seems to be used is in support of big government solutions to social ills.
BUT, I see within your question something unusual, in that YOU are asking what you can personally do for others, not what government can do for you. Good for you. It is that concern for your fellow human that will lead you to find your own way to help, using your unique abilities - no one else can really tell you how.

It means that while it's a parents responsibility, the "village" (society) plays an important role. If, for no other reason, than the "village" affects how someone parents.
It also means that, unless a child is locked in the basement until they are 18, the "village" is putting influences on the child.
Anyone that says that "it takes a village" is wrong because it's a parent's responsibility doesn't understand what the saying is. Or, they are a parent that has locked their children in the basement.

The thing is people don't have a clue what the purpose of raising a child is. They do it because everyone else does or they just get pregnant and do it or they have some phantasmagoria about it. Raising a child is a service to God to raise a child to understand Him and their eternal relationship with Him. To deliver them from material existence. So if the parents don't know this goal it doesn't matter how many people raise them. They are just raising unconscius cats and dogs, not spiritually advanced children. Animals eat, sleep, mate and defend as do humans but the humans are supposed to realize their eternal position and relationship with God otherwise it is just polished animal life. Instead the mothers stick them in a day care with people whom they have no idea how to really raise a child. There are many programs out there that you can volunteer with to help children. Contact a local 4-H club, or Big Brothers Big Sisters program.

That is a great part of what is wrong with our society today...
The "village/community" should not be raising the child, it is
the duty of the PARENTS to raise the child...
