Its just this guy is really mean and strict with everyone else and only winks at me, and says things like he knows i like him and he goes on about how i've seen his nice side. is he wrong to say these things?

It's not necessarily inappropriate but it is dumb. Winking at the wrong person may lead to a big scandal when nothing was meant by it. Now if he's winking because he secretly likes you, definately inappropriate. Not to mention that, teachers are supposed to have a certain level of impartiality and professionalism, which is gone by that stupid wink.

This is definitely inappropriate. He is testing the waters to see if he can get anywhere with you. He shouldn't even THINK about you that way - you are legally too young for him, and you are his student. You are supposed to be able to trust him, and he has violated your relationship. It sounds like you are uncomfortable with his behavior. You will most likely need to report him.
Step 1, you need to tell him to stop it. Say that it makes you uncomfortable - make sure you use those words. Give him only one warning. Step 2, if he continues to make you feel uncomfortable in ANY way, EVER, go over his head to the principal or counselor. Also let your parents know what is going on. You will not be the only student he tries to take advantage of. It is extremely important that his behavior is stopped and that he is never allowed to make another student feel that way.

Not appropiate. When teachers studying to become an educator, somewhere in our studies the professor brings up appropiate conduct within the workplace and with students. Lately, with all of the sexual charges that teachers/subs you would think that he would be more careful. The main thing is DO you feel threatened or uncomfortable? Before approaching the administration, I would set up a conference with him w/out your parents (depending on the comfort level you have with the teacher) Then if it continues, report him.

he is crossing the line,be careful girl!He is your teacher and supposed he is there to teach you something not to wink at you!Maybe it's nice for you because teacher pay attention only on you,but it's not a joke.God,all over the world are crazy teachers!If he will continue like this you should say to your parents or some other teachers,but again be careful ,choose the words how to say it because he can get angry...

Yes, he's totally wrong and more wrong are you to encourage and keep up with this behaviour, legal penalties are very strict in this kind of affair, nonetheless your personal and professional reputation will be ruined for life.

His actions and comments are inappropriate.

I suggest speaking to your counselor. That way, in case his behavior crosses the line again or if you feel he is suddenly treating you differently, you have another person who has heard your concerns.

If he is your teacher, then yes he is crossing the line. I would suggest telling him that you are uncomfortable by his actions.
