f(3) = f(2) + f'(2)(3-2) + 1/2 f''(2) (3-2)^2 +....
so

f(3) = 8 + 7 + 1/2 6 +.... = 18 + ....

f(x) = 8 +7(x-2)+6/2 *(x-2)^2 We must stop here becaus there is no more information
So f(3) =8 +7 +3*1^2 =18

f(x) = f(2) + f'(2)(x-2)/1! + f"(2)(x-2)^2/2!
now substitute respective values for all the derivatives and 3 for x.
